Cecile joined Texans Care in fall of 2010 and began implementing various administrative processes to improve office operations. She worked at CASA of Travis County in a similar role. Cecile has a long history of volunteer experiences including with Cub Scouts, Girl Scouts, PTA, Hadassah and two Susan G. Komen Race for the Cure affiliates in Colorado and Texas. Cecile has a B.A. in Political Science from the University of Houston.
